Preámbulo

Las Partes en el presente Protocolo (en adelante "las Partes");

Siendo Partes en el Acuerdo Multilateral sobre la Liberalización del Transporte Aéreo Internacional (en adelante "el Acuerdo");

Deseando crear oportunidades para un mayor crecimiento del transporte aéreo internacional, adicionales a las mencionadas en el Acuerdo;
